Foreign Influence Registration Scheme (FIRS)

Introducing FIRS

From 1st July 2025, the UK government is introducing the Foreign Influence Registration Scheme (FIRS). The scheme requires certain individuals and organisations to register activities that are directed by foreign powers.

At Kingston University, we want our students and societies to understand what FIRS is, how it might apply to you, and where to get help. For most students, FIRS will have little or no impact — but it’s important you know the basics.

What is FIRS?

  • A new UK legal requirement designed to increase transparency around foreign influence in politics, policy and public life.

  • Requires people and organisations to register arrangements with foreign powers where those activities aim to influence UK decisions.

  • Applies to two levels:

    • Political Influence Tier – applies to any foreign power where the purpose is political influence.

    • Enhanced Tier – applies to specified foreign powers (currently Russia and Iran) and covers a wider range of activity.

Why has it been introduced?

The government has brought in FIRS in an attempt to protect national security and make sure the public knows when foreign states are seeking to influence UK life. Universities are an area of focus because of research, collaboration and student activities that can sometimes intersect with politics.

Who might be affected at Kingston?

  • Student societies – if your society is asked by a foreign embassy, organisation, or government to run an event or campaign aimed at influencing UK politics.

  • Researchers – if your project involves direction or obligations from a foreign power, particularly if it relates to policy or government engagement.

  • Individual students – in rare cases, if you are directly instructed by a foreign power to lobby or influence political activity.

Most day-to-day academic activities, cultural events, or international collaborations will not fall under FIRS.

Examples for Kingston Students & Societies

Scenario Does FIRS Apply? Notes
A Kingston society is asked by a foreign embassy to host an event to promote their government’s policy to UK audiences. Yes – Political Influence Tier Must register within 28 days.
 
A student receives a government scholarship to study at KU with no further obligations. No Scholarships and study alone are exempt.
A research team is funded by a specified foreign power (e.g. Russia) with conditions on how results are shared with UK policy makers. Yes - Enhanced Tier Must register within 10 days and cannot begin until registered.
A student collaborates informally on coursework with friends abroad. No Normal academic work is unaffected.

What happens if you don’t register?

Failing to register when required is a criminal offence. Penalties can include fines or imprisonment, especially under the Enhanced Tier.

  • Societies & Activities – contact the KSU Societies Team if your society is approached by an embassy, cultural mission, or overseas government body.

  • General Advice – if you’re unsure whether FIRS applies, email societies@kingston.ac.uk (placeholder – can be updated with KU’s real contact).
